Patch 1.2.1 changes to rare/rare MI drop rates (vendor farming is nerfed)

Patch notes for 1.2.1 include the following cryptic note: Loot weights have been revised to address some situations where drop rates were lower than intended or where farming certain areas on lower difficulties would result in better drop rates. This also addresses a discrepancy where farming vendors could sometimes be more efficient than killing monsters.
