I have a 13900k and rtx 3090. I get 144fps locked. With vsync off it goes over 200? This is in 4k.
I would check power save settings on your cpu and gpu. Those can lower fps considerably. You should be getting more with your setup.
Maybe GD is just not red friendly? 
Will try smth more in the future with the power management. For now I keep card in passive mode mainly, maybe that’s the reason…
Theres another thread about the screen turning bright red when dying. The red makes it impossible to see. He forgot he had grimtex. He found the setting & suggested removing that file. You might want to take a look at that. its too much I ran into the same problem it makes it impossible to see when your health is low. GD/settings/system/textures/lowheath.tex

I have a 3060 mobile and my monitor is 1920x1080p.
If I install de 4k pack, will it be better than the 2k? Or just a waste of resources since my res is full hd?

Yes 4K textures will look better but will they look that much more noticeable? If you look closely with a zoomed-in camera it probably will… Download the 4K package the performance differences between 2K and 4K are marginal.
