I guess runestone is OK for level 1 to 55. I just don’t see why it can’t be put on your chest as well? Then it might have some use for later levelling.
Prismatic Diamond doesn’t make me more racist, so it’s defacto worse.

It’s a mini Inner Focus! But why Spirit alongside Acid Retal? It’s not like it’s benefiting from the Spirit bonuses.

well at least it can help some retal builds to reach Spirit req 
Well, in some cases like with the Sentinel of the Three you need Spirit to equip the scepter. Otherwise it’s just a bit random.
