Coming from a ranching background I had a problem with the barn being deserted during the winter. Cows actually eat more during the winter that any other season due to the fact that most give birth in spring. I know this is just a game but it bothered me a lot to see the cows deserted completely each winter.

Welcome to the forum. 
They shouldn’t be. Are you growing grain/root vegetables? They need those as winter feed. Your herders should stock your barns with these so they can feed the cattle over winter.
There is both grain and root veg stocked in the barn. Could this be a bug?
Yes, there have been some reports of herders not stocking barns.
