Idea is to make the farmers from free labor and dedicating them from the Villager professions window like max builders can be defined, but if there is nothing to build - they are free labor for any other purpose. It is seasonal work and it makes sense to use their free time to build or moves stuff.

And the foragers, in fact I never want to see “wandering-unable to work” ever again.
