Forester camps no do not shut down when they have no work to do

I noticed it on the test branch, so I’m posting it here, but I suspect this behavior may have been introduced with the earlier rebalance of work camps that changed the planting spacing.

Currently, if a work camp cannot or does not harvest stone and has wood production paused, workers will sit around doing nothing, rather than closing up shop because they have no work to do. I suspect this is because there are places they could, theoretically, plant trees, but because of the change of spacing, they won’t plant them there.

An example:

My guess would be that because they’re still set to plant trees, they technically still have work. Try disabling the planting of trees and see if that changes anything.

Yeah, that’s my guess, too, and I didn’t make it quite as clear in my original post. I thought it used to conclude that there aren’t any trees to plant and shut down operations, though.

Also, I did end up confirming: It’s the tree-planing that makes it not shut down. If I disable the tree planting, they close up shop.
