Norzan’s statement made me try this build out. Moreover, Korsar also confirmed in the same thread that WPS is subject to conversion from AA. So i took stormcaller to get as much conversion as possible on %retal to Counter Strike (Savagery is lightning, so no need) and on Zolhan’s too (though, with CS there, probably AoE is fine). But i guess, Bulwark is actually the way to go. I thought about Oleron too, for better OA, but i guess current OA suffices. Was honestly thinking about cheesing things with high crit damage to Savagery on top of % retal to attacks. greedy me 
Squad tactics is for attack speed, without it, Savagery looks pretty meh. And tempest is for RR. I may have misunderstood, but afaik retal damage is subject to RR as well. That’s why i went for Tempest and i took Widow and 3 points Rhowan’s Crown in Devotions. Here’s the build with Bulwark and rune: https://www.grimtools.com/calc/mN4yXXx2
