Can the health level be raised in areas which have paved roads? Tier 1, dirt tracks, T2 dirt roads, T3 paved roads, T4 gutters and drainage, although that may not be possible. Each level raises the health of villagers whose home is along a paved road or deteriorates if they move house to a dirt road or dirt track. Villagers create dirt tracks after 10 or more have used the same route.
