I’m sure some will disagree with me.
But the way this game relies on you finding randomly-generated things like portals (wastes), bosses, drops, etc it’s difficult NOT to over-level.

We walk into places and wipe in seconds. We’re NOT endgame. We’re still in normal but getting end-game damage to the face.
So if you struggled with an area, you can NOT get stronger and come back in typical RPG style because…SURPRISE, they’re higher level then you! Character progression is and has always been the core of RPGs and D&D-like systems and this choice nullifies that. Why break a decades old formula?
What’s the point of levels? Floating levels for enemies is like a stationary bike with no exercise. You go up–they go up. Pointless?
You have 3 Diablo’ish 2 difficulties so you DON’T have to scale-up mobs and offer flexibility to the rest of the player base and some players that don’t have teenage energy-drink twitch reflexes… But have ultimate for end-gamers + Crucible. It defeats many of the core values of a RPG/aRPG video game.
The level scaling of mobs in all normal areas is capped with a max and min level the mobs can scale between. For example the very first mobs in Lower Crossing cannot exceed level 8.
It’s only the challenge areas (behind skeleton keys, or the DS etc) that the mobs can scale slightly higher, but I don’t believe there’s anywhere in the game where the mobs don’t have a max level cap.
Simply go back a bit (as in any normal ARGP) and you will find mobs at and below your level without any problems…and yes you can level higher than any mob in an area.
Well some of that is a relief.
We’ve gone back to some places and found mobs still higher level then us.
I find it very strange we’re trying disparately not to grind or over-level and we’re quickly reaching level cap in normal.
The leveling system of this game doesn’t make sense to us.
Guess the question is what have you been doing to get that high? I don’t do many bounties and don’t run the rogues and I finish Normal at around L54. So what have you been doing to be up in the 70s?
Are you doing full map clears or using items like Potion of Clarity or Lokarr’s set? I’m genuinely curious.
I remember the first time the expansion launched months ago, I started a brand new character and finished Normal + the expansion at roughly level 60. Granted, I had experience playing the first 4 acts and probably rushed through most of it (mainly not doing full map clears for these, still did almost all side quests) but I can’t imagine that making up ~10 extra levels of difference.
The levelling, in my view, has got weird with all the extra content and the levels you can reach in just the first difficulty with not much left until the level cap. Crate have some fixation on thou must do all 3 difficulties and with all the, to be available content, I’m just hoping that something will be done and this looked at again, who knows?
I clear everything once, incl. Rogues, and end up level 69 or 70 at the end of Veteran. Each rogue easily nets you 2 levels, so that accounts for half the difference, not sure where the rest is from
W/O G-n-Tonic of Clarity, I hit the Fleshworks at about 65. I am a completist, spend lots of time running bounties, and usually grind out (5?) devotion points in crucible. That includes a couple of SoT and BoC runs too. I can see hitting 70 if you farm things like Derm hive, Tyrant’s Hold, and Darkvale gate a few times. Plus looking for dynamite repeatedly…
ETA: But you say your still getting your teeth kicked in by the AoM content? On Veteran or regular? Can you post char screenshots or grimtools links?
level 70 is a long way from 100 XP wise. Given that mobs are higher level, it does not look like you overlevelled either.
Not entirely sure what your complaint is either, it sounds like you think you are too high level while at the same time struggling and wanting to overlevel because of that.
So this leaves you thinking enemies scale too far and should stop at maybe 50 so you are done at 60 without the struggle ?
Whether you struggle or not is more a result of your build and gear than your level… If you do not want to level up any more in Normal, move to the next difficulty.
Yeah, before AOM I was hitting elite by 40-45. With AOM, I think I’m around 45-55. I don’t do anything extra, no bounties, dungeons, etc. Straight story rush for me on normal, no veteran either(waste of time).
Uh, just playing the main campaign on normal. No grind. No farming.
I did do all the side quests that require some rep like the rover shrine quest.

I think so many people here are vets and end-game that they have missed how broken the leveling system. Or they RUSH asap through normal.

I guess in GD, you don’t rush to finish, you over-level. Bad design…
Me and my g/f have been playing RPGs since their invention and both agree the leveling system in this game is the worst we’ve seen in a long time.
Yes to full map-clears. No way to Potion of Clarity.
No to any exp buffing gear.
I don’t even pick up my grave site when I die.
If I could turn off exp, I would.
If you level then the mobs level what’s the point of a level at all?
You should be able to progress to a point where an area or mob is less of a struggle.
That’s how it’s always worked. And it’s a good formula.
It kind of kills that feeling of accomplishment to always walk in 2/5 levels below.
Don’t forget this is normal difficulty. Ramp it up for the 2 other difficulties not even being brought up here.

I totally agree with you. What I do is that I do not do almost any side quest or re-run areas in veteran and elite, just to leave ultimate as some kind of “challenge”
While you’re not wrong, I generally see Acts 5 and 6 of one difficulty about as difficult as the beginning of the next difficulty, i.e. Acts 5/6 of Normal are similar in difficulty to Act 1 of Elite.

I can’t speak for everyone here but I’m going off of and trying to recall my memories of playing Grim Dawn for the first time where I did do full map clears, as many side quests as possible and so on and when the expansion released where I similarly did every side quest across the whole game and did full map clears for the expansion areas. the only difference here is I did not do full clears for Acts 1-4.
This is as close as I can get to relating to your situation and I do not remember at any point thinking I was overleveled. My very first time finishing Normal I was at around level 53-54 and I finished Elite at around level 75 doing Acts 1-4 of both to compare. What puzzles me is how Acts 1-4 of Elite is similar to Acts 5-6 of Normal in terms of experience.
Reaching level 70 by the end of Normal by not even doing the Anasteria quests is a flat out lie. I do absolutely everything and i reach 68 in normal, 89 in Elite and 100 around mid act 3 in Ultimate.
I do absolutely everything, every quest including the ones in the rogue dungeons and do full clears of each area.
