Apparently there’s a hidden priority system to assign laborers to tasks that often overrides the useless prioritize “do everything else first” check box. We need to be allowed to play the game, which includes managing the labor if desired.
I’d like to have a Laborer intormation panel, accessed from the Town Center and/or Professions panel. It would list the tasks laborers can perform (in broad categories like “Harvest resources” or “Clear build sites”) and the number of laborers assigned to each. It should allow you to prioritize the tasks to get done what you need, and the current priority system will apply to laborers not required for manually prioritized tasks.

As if anyone needed proof that the “Prioritize” check box is broken, take a look at this:
I placed a brickyard (in the background) and 2 cobblers (in the foreground)
at the same time. The brickyard is “prioritized”. In the foreground the left cobbler shop NOT prioritized has already gotten all its resources and is ready to be completed. The right cobbler shop (also not prioritized) has a guy chopping the tree on the build site. Meanwhile, there is one tree (highlighted) remaining in the
Prioritized brickyard build site that no one seems to care about. I mean, given a choice, wouldn’t you think the tree in the prioritized build site would be chopped first? Apparently not.
Just wanted to add that I too have experienced the same ‘priority’ disconnect many times. It’s frustrating to have a building marked priority and then see your laborers and builders walk right past it to work on some other lower priority building.
Sometimes it appears to be due to distance or available materials, but, as with your example, sometimes there is no apparent cause.
