Incorrectly extracted standalone files or incomplete mod download with RoT launcher, depends on what method have you used to install the mod.
Downloaded and ran the ROT launcher. When I run the launcher now it even says "Reign of Terror is not installed in the selected folder⌠". But it is in my mods folder and is available in my custom games selection. I even installed the hotfix as described.
Use the standalone version for now. RoT Launcher is currently being re-worked, mainly to improve download speed for users outside of Europe but also couple bug fixes so I recommend to wait for the next launcher release before using it.

When I start playing, thereâs not a single NPC that spawns at all. I ran around the settlement for a bit, looking for NPCs then I headed outside and was met with not a single mob. I followed the instal guide to the letter yet it wonât work properly.
I started Nightmare Mode after the recent patch hit to see how hard it would be (I am still in A3 normal) but did not get the starting quest from Warriv. I then loaded into Normal and all my current quests were missing as well.
I restarted the Launcher and it updated some files. Now my quests on Normal are back but I still donât get the starting q from Warriv on Nightmare. I did get Sisterâs Burial Ground though and do get the starting quest on Hell.
Any idea how I can fix this apart from starting a new character?
Edit: I just realized that I have already done the current quests (The Gidbinn and Lam Esens Tome) on this character before on Normal, but I do not have the Main quest of this act. :-/

Just to clarify: you are able to get the starting quest from Warriv on Hell diff but not on Nightmare?
There is no difference between difficulties when it comes to receiving this quest so it doesnât make any sense. Are you able to see his conversation dialog on Nightmare diff at all? If not, does he have a female voice?

Yes, I get the quest on Hell but not on Nightmare. I also get his dialogue and he uses his usual voice. Here is a screenshot:

The good news is that you donât get any significant reward for this initial quest other than some xp and few hp potions and thus wonât miss out anything even if the quest got bugged during update process. You can continue playing this character without any issues.
Unfortunately I also do not get the Search for Cain quest on Hell. I thought those quests were linked, so I did not mention it. I also do not seem to be able to restore my quest progress on Normal. At this point I have almost decided to start a new character, so it is not much of a deal.
New player to this mod and I already do not like how bad this leveling is in the early game. I understand your intent to make getting to level 100 difficult, but getting to about level 30 or so should not be difficult. This is when the game becomes fun because you actually get to use the skills you want to make combat enjoyable. Right now getting to level 5 is an absolute nightmare.
Also, how do you respec skill/attribute points?
You can respec at Akara in Act 1 where the book is.
If youâre incredibly lucky, you can manage to hit around lvl87-88 when you kill Baal on Hell difficulty. After that, Moo Moo Farms and Worldstone Keep are pretty much the only places to grind for XP.
Ahh I see. The leveling process is super slow because you have to kill things that are your level. If you kill anything that is even 1-2 levels lower than you, the exp is total garbage. Is this intended?

Sadly youâll spend pretty much all 3 difficulties killing mobs below your level. Highest level mobs outside Moo Moo Farms is of course Worldstone Keep at around lvl83-85 on Hell difficulty. Moo Moo Farms the minimum level seems to be about lvl97 which means if youâre lvl86, youâll gain ZERO xp no matter how well you handle the cows. Anything more then 10 levels below or above yours seem to pretty much give nothing.
