Modders Assemble!

Hello, I have a question regarding this part:

Localization has been integrated into the game data. You can alter localizations within your mods by overwriting and updating those files.

I wanted to update my old mod journalnumbers where I simply changed some translation files of the _EN translation. This was easy, as I could simply extract them into the games folder to install them (or the documents/mygames folder), so it wasn’t needing any actual mod implementation.

With translations now being in the game resources, does that now mean I have to specifically create a mod to inject the files?
I have tried the old method of just extracting into the now resources/text_EN folder (in the past it was settings/Text_EN one), but it doesn’t seem to have any effect.
