In basically all of my games, migration is really really scarce. 0-2 persons are the norm. In good times maybe 4-6. But once each game 20-25 will appear and want to join. Is that a feature that triggers when you are really low on workers or how come that happens once each game? And why does it not happen more than once? Anyone know?
It comes down to three things:

Your Town Center Tier/Level - The more you upgrade your Town Center, the less migrants you will receive.

Housing Availability - The more empty shelters and homes there are, the more immigrants there can be.

Prosperity - The more happiness generated from satisfying the needs of the villagers (Food, Shelter, Entertainment and Religion) the more immigrants there can be.
All three of these determine the result number of immigrants you may receive.
In the public testing of 0.9.0 we saw this change first hand and several of us tested it by saving the game before immigrants came in, then letting it run with and without upgrading the town center. We then tested it using the other two: Adding housing or prosperity before a triggered immigration event. In every case, the number of immigrants we get is directly impacted by the Town Center level and then the other two: Housing + Prosperity afterwards. Test it yourself!
So, most likely what you are seeing is an event where you satisfied a higher level of these requirements (Lower Town Center level + Available Housing + Prosperity).
Confirm.
This morning, with 50% excess housing (460 to 320 population), Tier III Town Center, Happiness at 90%, Food at 7 months’ reserve, and 23 Immigrants showed up.
Previous Immigration Groups in the same game have ranged from 4 to 10 each year.
In Prior 0.9 playtest games, NO Immigration Group in Tier IV was more than 6 people, no matter how high the housing, food, or Happiness was in the town.

Thanks for your thoughts guys, but I do not agree with your conclusions. Yes, that is probably how the formula for the migration works, but it seems all of us has experienced the phenomenon of 20+ migrators only one time per game. That cannot be a coinsidence. No one has experienced it monre than once, why is that? And if it was only due to a fullfilment of the parameters, it would be possible to go from 0 to 1000 inhabitants in 40 or so years. I have never heard of that. So no, it has to be something else.
In my unlimited experience, when I began to surpass the population of 1,000, I had moments where 20 babies were born and 20 people migrated, and in a few years I reached 2,000, up to the limit of 2,288, of course, yes, I don’t know if making another map This can be achieved in the same way in the Pacific, perhaps keeping a population limit of 500, but knowing that what you want is to go over 2000, maybe that overwhelming amount of food in the warehouse and almost all houses in the limit of attractiveness, it works.
