A mode that can let you plan your city, doesnt cost any materials, you can plan your city layout by this and how it will look
This is not exactly what you need, but you can immediately place construction sites for the desired buildings and disable construction until the required moment.
this would be great for planning roads too!

Yes make a big city disable ALL the construction to maybe in the future remove it place it somewhere else and enable it. sometimes its handy to have a tool like that 
I’ve actually started doing this using diagrams.net layout app. I have badly failed twice and it’s at least in part from letting my town grow organically and ending up having to waste the villagers’ time moving things endlessly. Now hopefully I will put things in the right place first time.
