It’d be perfect idea to implement simple planning tool just like in Prison Architect - Planning - Prison Architect Wiki
Just place down the building and disable construction that way labourers crear the field and you can start construction whenever you want to.

Yeah, but I’d like to plan all streets, homes, trees before starting the constructions. I’m just crazy about symmetry… I believe not only me

Well you can do it the same way. Roads can be places and the construction disabled.
