So, looking around on the GD wiki and grimtools, theorycrafting my next build and just trying to get a better knowledge of the game, I noticed that witch hunter has Veil of Shadow+Night’s Chill with -25% poison RR and CoF+Vulnerability for another -25% poison RR. If using a fully maxed out DEE with Possession (135% Poison) and Merciless Repertoire (110% Poison), isn’t this just going to MELT anything and everything. I mean, -50% Poison/Acid RR? That’s crazy! Unless it doesn’t stack, but after a ton of RR research I think -% stacks. It seems way too OP. Any thoughts?
You will want to combine all the % RR sources you can find and one flat reduced. Over 100 is good for melting.
So let me get this right…if you have a -% RR you still need a flat amount to make it work?
But there are multiple double RR classes. For example just Demolitionist have 7 other Masteries that share some RR debuff with it. Also hundreds OP builds in this game

No. It is just that %RR stacks and flat RR does not. Simply get as much % as you can find but only one source of flat.

That’s how just the game is designed, stacking multiple sources of stackable RR.
Even though in recent times, people have been forgoing masteries with a RR skill of their own for a mastery that allows big cunning or spirit dump. Arcanist is very popular in spirit dump builds, same for Nightblade and cunning (even though Nightblade does have innate RR for pierce, but physical Nightblade builds are a thing as well).
It’s not OP, but I can tell you have a good eye for synergy at least! These are definitely the sorts of things to keep in mind when developing a build.
In your case, the synergy is definitely there, but there are a lot of equally synergistic, strong builds out there. In essence, if everything is OP, nothing is
Isn’t a WH build the one capable of the highest DPS in the entire game? Am remembering the recent thread where the dude wanted to make a pure DPS build. Was it a Rah’Zin Chaos WH?
Just curious because I know that (with the exception of Arcanist and Soldier) all classes have ‘innate RR.’ Does this mean they all have a skill that gives their type of RR, or do they have a hidden stat that gives RR. If the latter is the case, where can I find this mysterious stat?
That is just a way of saying that classes have skills that provides RR

Occultist - Curse of Fraility and its modifier Vulnerability
Nightblade - Night’s Chill
Oathkeeper - Celestial Presence
Necromancer - Spectral Wrath
Demolitionist - Thermite Mines and its modifier Hellfire Mines
Inqusitor - Death Sentence and Aura of Censure
Shaman - Devouring Swarm and Raging Tempest
Arcanist has OFF though, and soldier has warcry (transmuter, modifier)

Yup, except for Mageslayer set builds. And even those might run into a mutator increasing the CC res of enemies to freeze, making it harder to freeze bosses.

Can you tell me if a source of global flat RR will take priority over targeted flat RR (like Elemental Storm which only applies to elemental) or if it’s only a matter of what is applied first? I’m playing a pet build and i took two sources of flat RR (elemental storm and bysmiel’s command) because i thought they could stack.
As far as I know they both apply, they just don’t stack. So for elemental resistances, you’ll get the higher value from elemental storm, and for the rest you’ll get the value from bysmiel’s command.
