Basically, a policy that encourages Laborers and Workers to stay out in the cold of winter juuuuuuuust a little bit longer. Trade-off is that workers risk injury and death from the cold, but injuries and/or deaths have a significant impact on town happiness, both in terms of amount lost and duration.
