Population requirement for higher tiers and upgrades

I do not like the population requirement for higher tiers. Sometimes maybe want to make high efficiency mining town - sometime high-population farming empire, but it should not restrict the technologies available for building upgrades. It would make sense to make single-market town that is well defended and then just fine-tune it until later maybe add another like this further away. Maybe some map has very low food - then it would be nice to make some small town with high efficiency and defense focusing on mining-trading or something. The amount of gold seems to be more realistic requirement for higher tier level up.

Or add a technology tree. Food branch, miners branch, woodworking branch. The tree can also be active both from the beginning of the game and after the construction of the school. Also, these two systems can exist in parallel. New buildings will be opened both at the expense of the population and at the expense of the technology tree. Depending on which comes first.
