Could you add an option to control whether immigration is needed to avoid this pop-up? I don’t want to increase the population because a large population causes frame drops and lag, but this window keeps appearing.
There’s a population cap setting in settings menu, if you know what number of people you don’t want to exceed. (You can even set it lower than your current population if you want to wait for kids to grow up but nobody have more kids while people die of old age!)

You can change that as the game progresses, start at 500 then at T3 change it to 1000, at T4 change it to 1500. As you approach each limit I find that I acquire an excess labourer population.

Maybe it should be one of the Policies - “Disable immigration”.
I’m pretty sure you can just set the number manually to anything you want. (but personally if I’m not building more housing, I just live with the occasional immigration popup)
