Just a heads up, still working on this next patch. Artifact skills should all be done and ready to go. Balance is another question altogether, lol. The spirit and storm tweaks are coming along nicely, adding some finishing touches onto them. Kath talked me into doing a few things here and there for warfare and artifacts, so you can expect to see some changes there as well. Since I was tweaking skills, I made a few adjustments to some skills that seemed a little weak. Artifact recipes are being changed, early level ones will be easier to craft, the rest will be more or less the same. Spears now face the right direction, unique spears will have functioning models. I probably will do some more stuff but I don’t want to say just in case I can’t.

-Now requires only 30 mana reserved at lower levels, increases with ranks.
-Now also has a scaling active mana cost, starting at 0.5 per second, up to 1.1.
*Has a 50% chance to freeze enemies in a close proximity to the player when procced.
*Slows enemies for a duration after the freeze. (regardless if the froze or not)
*Enemies take frostburn damage for the entire duration and a small amount of vitality damage.
Storm Surge:
*Changed to a modifier for a new skill called "Cold Snap*"
+Ultimate rank increased to 22 from 16.
*When Cold Snap is procced, Storm Surge erupts fork lightning in every direction zapping nearby foes.
Freezing Blast:
+Max rank increased from 8 to 12, ultimate rank from 14 to 22.
+Costs at level 1 reduced to 35, higher level costs increased.
-Scaling for physical resist debuff reduced, now starts at 20% physical debuff, but scales slower up to -40% at rank 12. (max)
+Now reduces vitality resists as well, starting at 33% and scaling up to 66% at max rank.

+Reflection is now constant, instead of a chance to occur although the value is lower but scales to about the same amount.
+Add a proc when block attack to shoot emit a spark nova.
Storm Wisp:
+Increase ultimate rank from 20 to 26.
+Improved the wisps ability to attack things near it.
+Added a new skill for the wisp at rank 11, Wisp Light. Enemies near the wisp are debuffed to elemental damage. It's a mediocre amount at first but it scales up with ranks, and the size of the radius is increased as well.
NEW Glacial Armor:
+Grants pierce resist, freeze resist, slow resist and %DA
NEW Winds of the Storm:
+Grants increases cast speed, and % Spirit.
*Tranquil Breeze: On low mana, restore mana and increases for 3 seconds, cooldown of ~20 seconds.

+Converts cold damage into vitality.

+Converts lightning damage into aether.
