There was a question on steam forums, and i completely broke my head trying to find an answer to it.
Does the chance of lightning damage mod from Storm touched get converted away from lightning like regular skill mods, or is it one of those esoteric mystery exceptions?
It should apply before conversion since it’s a skill modifier.

Continuing the discussion from Please correct the description of conversion order in the game guide:
it’s not converted, in the sense it wont apply to “new” flat X dmg type/flat that wasn’t originally lightning first
so if you’re ex Korba, converting lightning to cold, it will apply to any flat lightning converted to cold via sav, but it will not apply to new or original cold dmg, like 12 flat from Ateph augment, or 30 flat cold from lethal assault, dual blades flat piercing dmg that was converted into cold etc
