Getting more agricultural storage, similar to the Granary, would free up space in the storehouse. A Hay Lofy or Hay Barn that could store Hay, Flax, and Willow – large volume natural resources that aren’t strictly for human consumption.
It would also be good to get a Tier 3 marketplace or even a Large Marketplace that included storage space for shoes, clothing, and other similar goods not normally distributed by the market. The additional grocers would be responsible for maintaining that storage so that citizens didn’t have to go to a storehouse or distance craft site to get new clothes or shoes.
