When did the temporary shelters stop stocking food? All they have is firewood, and workers ignore them to travel all the way to town for ‘shelter stocking.’

My personal issue with temporary shelters is that villagers only use them in the winter.
Like… Why don’t they use it when the walking distance is too high from their actual home as well?
