A two handed only skill bonus on a shield

As you might figure out from anachoret’s wink, this specific item is not a bug and is intentional. With FoA, items that have modifiers for skills on them that cannot normally be used will allow you to now use those skills. This is similar to the Spellscourge Bulwark shield that enables you to cast Devastation as if you were using an off-hand.
This also works for any Ascended bonus that gives a modifier to a skill (magic items only!) such as Primal Strike on a 1-handed weapon enables you to use that skill (normally only for 2handed weapons).

I found zero in game information regarding this interaction. Seems unfinished.
