UI size -- can't see all of windows -- would like to be able to drag from the bottom

Hi, I am having some trouble with using the interface size option above, like, 1.1x. The pop up windows are too large and portions of them are off screen.

A temporary fix I thought of is: could we have the trader, population, etc screens movable by clicking and dragging anywhere on the window? It works if I click and drag from the top but sometimes (i.e. the trader window) it appears with the draggable top bar off screen. And then my only option is to reduce magnification and squint …
