Why? Because there’s lots of other rings that allow for RR for allow damage types, but there’s none for lightning. Which creates problems when playing say a lighting Cadence build and you run into Valdaran or Grava’Thul. Those lightning resists are obscene in deepish SR.
Sure, there’s some weapons that can help, but the key problem with them is that usually are only for casting rather than attacking, so don’t have +attack speed, which can be hard to get enough of.
Anyhow, since we have a Stormserpent armour set how about a Stormserpent ring? No flat Lightning on it of course, but aside from a -RR% proc and +% attack speed, it could also support Cadence and Savagery plus convert fire to lighting as well. Because guess what we don’t have much in the way of? That’s right, global fire to lightning conversion.

Stripping rings of RR is a good idea and giving some of it (like half) to devos… Just like phys res was stripped from some items to make room for more variety.
In all honesty, the obsession for highest DPS and fastest clear times is the root cause imo.
Which leads to the expectation that every item slot should have at least on item perfectly fitting your build.
I now usually don’t use Matriarch or Combustion for physical damage builds, or skip Eternal Haunt on aether builds… and guess what? Those builds can still do all content.
Conversely, for a melee Discord Battlemage, there is a BiS relic: Ignaffar’s Combustion.
But somehow, because it has neither Soldier nor Arcanist +skills, people never use it and clamour instead for -RR in other slots.
unsure how to handle it perfectly*, but thought aside from such 1 slot items, “in general” shifting some RR to devos might be more helfpful to single or no class RR builds
like say taking 5 ele RR from thermite mines; bumping ele RR devos instead

i feel like you’re both wrong, missing the key part, and assuming stuf?
best example being the very OP, read it carefully, see what the general notion is, and what the thread ask is, that should leave you with plenty to consider re RR rings, or ie: Mess is asking for it for a reason/wouldn’t ask if it wasn’t “a thing”, “it has an impact”
the assumption part is that i care for top tier or “best” builds, that’s not it. On a basic level i find it annoying that it’s often basically a pointless self gimp to not take free RR when possible, like ring, “also even if we actually don’t really care about the numbers”
I find it annoying that the default build approach is to first insert RR then, then perhaps consider different ring later; because of the impact the RR might simply have.
And, still ignoring actual top performance/“record chasing”, which most dont’ care about, myself included; it’s the general perception that gets created because of the overall RR system in place - regardless if it actually maths out or not.
While we can’t fix the system at this point, which is fine; we can alleviate collateral issues it creates, shifting RR rings could be one such solution
if you’re assuming i wouldn’t be in favour of stripping that RR you’d be incorrect too, much like deathstalker, it falls in the category of non set non modifier slot i mentioned - atleast deathstalker doesn’t also come with a +class bonus
Honestly this. I’m tired of picking the same rings for several damage types just because those rings have RR to those damage types.
If rings at least had skill modifiers, then maybe the RR-less rings could compete, but the fact that it’s the most desirable RR variant means that those skill modifiers would need to be really good.
Nyet, because unless we see an increase in other RR sources, rings and relics with RR are here to stay, because it’s the only way we can get more.
Which, while they can be skipped for the campaign and SR75-76 for the most part (bar lightning and vitality of course), once you start chasing endgame bosses and deeper SR getting more RR becomes vital. Especially against highly resistant enemies.
Except Grava and Valdaran’s resists are so high that not even Widow helps as much as you’d think. Aka there’s a reason I carry Cursed Tinctures for SR80+ when running lightning builds, even with two masteries with RR. Because both of them take ages to kill otherwise.

So the “assumption” is not on you specifically, but on this community more generally.
Also Mess has posted two topics on roughly the same subject, so I was kinda answering both (hence my example of a relic for a Discord BM: there is gear support for that build, you just have to accept that each item slot won’t be loaded with every single mod that would support that build specifically).
Now, to frame my answer more specifically into the context of your suggestion:

While if all RR gets moved to Devotions or Sets, then my choices get limited: suddenly, no more alternatives: have to use that set, have to use that devotion.
Grava was significantly nerfed compared to couple years back in SR when he was a lot tougher. And he is not problematic now even for lightning or fire melee. Valdaran has been buffed on the other hand but seems fine to me.
Every at least semi-competent build uses RR from devos. But rings are used too much due to their RR. It would be nice change to shake it and make other rings more usable by striping them of RR.

so you get equally resistant (actually more) for Vit builds, acid builds etc
you can’t say lightning suffer more from Valde resist; when Kuba etc literally has the same resist against different dmg types
so it’s not a baseline issue, it’s a more specific build issue/what the build types can dish out - and in this case it’s then double meme so it’s gonna naturally struggle more against the resist, and would do so similarly for other memes / no RR class memes struggle in general more
but a true lightning build doesn’t struggle as much against valde; because yes the extra RR on widow does indeed help lightning builds, they just also happen to get higher build dmg
