The weather bar timer at the top of the screen is out of step with the weather on the ground, so while the game announces a new year correctly the spring thaw is taking place in the middle of winter. Also weather, too much rain, can we have an occasional drought?
The year starts in March not January. 
If you want less rain, deliberately choose the arid map… you’ll be begging for rain on it. 
I expect it’s just the map you ended up with. Some are rainier some are drier.
Seasons, not months. The year starts in early spring.
I actually feel the seasons move way too fast - I would love more time during each season - or at least the ability to adjust the length?
