It happens so often. Builders work on something and stop just before the end:

I’ve noticed it, too. It is a tad bizarre. Always, or almost always, on 13. I did have one builder stop on 12, but they overwhelmingly stop on 13. Weird.
Hm, it’s usually 10 for me.
