What's that swirling red and blue effect?

I was watching a video, and someone’s character proc’ed a beautiful effect, but I can’t figure out where it comes from. The effect looks similar to the one granted by the Elemental Harmony set, but it’s much larger, and the red and blue orbs swirl out in a helix, orbiting your character with an increasing radius. Any ideas? I would love to know how to reproduce that effect!!!

Edit: It actually DID turn out to be elemental balance, just had to proc a whole bunch of times. D’oh.

Your description fits perfectly Reign of Ice and Fire. Might have also been Korvaak devotion or Eye of Reckoning’s Soulfire.

Check out my build thread [1.1.6.2] Silver Wyrm (c+) (sr+) there are links to videos. It uses double Reign. But I play at low graphics so might be hard to see.
