When emptying the manure stalls they very rarely become 0% filled. In one location no stall is ever less than 33% filled, and that is when it is just emptied. The stall pictured was 7% filled when emptied. Why is there a difference and why isn’t a stall simply 0% filled after having been emptied?
I suspect the amount of manure used has to do with the size of the field you’re applying it to. Even a 12x12 fields won’t take 100% of a manure stall. IMO this is a good thing, otherwise I wouldn’t have enough manure to keep my fields fertilized, especially in the early game.

Could be. But my fields are all the same (maximum) size?
Latest game, I’ve been keeping my fields at 6x6, only 2 farmers required. The other thing I’ve been doing is getting rid of most of the berries in my foragers range, concentrating on greens and nuts, or herbs, medicinal roots and rushes. My ratio of food/rot has increased, and in late autumn I turn all the foragers into labourers, returning them in new year when the greens renew.
