I can’t build a windmill when it unlocks because it requires one Heavy Tools? They can only be made by a Blacksmith Forge which is a Tier 3 building? Is this intended?

Heavy tools can be bought from traders as well.

Depending on your priorities and village, you may need some iron from the traders before you can make it as well, so keep an eye out for good deals. 
I like this solution a lot, it’s so realistic!
You can be able to mine coal, but at the same time you are not advanced enough to process it into final product, but since there are other more advanced regions to which you have indirect access through traders, you can earn some penny by selling it and then just buy the thing you need, like heavy tools for windmill or iron bars for kegs
