[0.7.4] hang 5 secs after placing town center; many "d3d11: failed to create buffer"

Start the game, small Lowland Lakes. Place Town Center with minimal navigation (avoiding AWSD). Full game UI appears - top bar, play/pause, etc. - and construction begins with citizens moving about and building sounds.

Within a few seconds (5-10) the game hangs, building sounds stop, citizens stop moving. Mouse cursor is blue rotating circle but still moves, background sound continues with wolves howling.
