Legitimate chemistry question, but why is it considered an Acid if it’s (ideally) PH-neutral?

Well, it isn’t technically. The pH of 7 only applies to pure water though. So ground water can be acidic or alkaline due to impurities present in it.
I had to explain to some of my students that just because there is a term called “acid rain” does not imply that water is an acid
