The temporary shelter is a bit weird building and does not add anything necessary into the game. If there is a very remote hunter, forager or mine building - this building itself should work as a shelter. Else they can dig and hunt around like the resources are collected during early game when there are no buildings.
Like it or not, it actually does have a use.

Forager shacks, Hunter’s cabins, etc. DO act as shelters (mostly; the occupants have a distressing habit of not fleeing to them when attacked, for example). Coal mines, etc. do not however, and that is to be expected - a hole in the ground is not useful protection from the elements.
