idono, i’m not even gonna begin to speculate about the numbers
all i know is it felt “fine” when you used to have a bunch out asap from 0.7sec cd or so 
, and ofc having 10-12 stacked depending on the setup (sentinel v cabalist v chrono prefix etc)
But aside from dmg wise it also felt ok to play/button wise before; 1. 6radaggan deceiver with filler is abominable, while not helping that much with dps and just tanks energy/using purge itself feels bad as extra button, and i was forced to spam energy pot on top, another button. Without filler energy is fine, but dps just super lacking still ofc and you “feel” the downtime more than if spamming sigils.
Higher CD makes “sense” from a set redesign around DE+charges, sure, but why does it have to do that in the first place?, just keep the sigil spam, add runes, and enable DE on something else? or idono, something that makes deceiver approach feel like it’s intended and it’s not suddenly going from sigil set to Drain Essence main set/screwing yourself extra trying to use it as Deceiver like it suggests(or sigil sentinel for that matter)
*if someone can make a decent sigil/RoK Deceiver i welcome them wholehearted to post it
i’m not gonna remotely pretend my setup was even close to optimal, but like i said, i get depressed just spending time tinkering with it, and it feels horrible to play atm
