i hadn’t even noticed and the changelog didn’t exactly suggest it:
i guess the cooldown and energy cost reduction not carrying over is an oversight because why nuke radaggan sigil builds? right? do we need to test this, could it possibly be intentional? it has to be an error.

seems like it when just taking the set and hardcapped sigil nodes into account that is 100% higher cooldown (1.5s > 3s) and ~22% more damage (944 > 1150).
Yeah likely this I’d imagine. Especially with the addition of acid rr to necro. Repeating, but as I said I am disappointed with this loss…but the thing that likely made it more annoying was being told by the loudest voices that “that’s the way the cookie crumbles” while complaining about everything else was a bit sour…even if that comment was unrelated to SoC.
Sometimes the playstyle of spamming a skill like that is more fun then being able to just lay down a few instances of the skill and have it deal more damage. Not everyone who plays is trying to break the 4 min barrier in sr.
