I found out that when a maximum storage limit is set, workers would not go to clear obstructions on building sites. I think the maximum storage limit should only pause facilities instead of mission like clearing up spaces.
Another suggestion is assigning wagons to complete the job of transferring items between storage buildings to reach minimal storage setting, for I observed idle wagons and workers carries a few items between stockyards. I think this way could free up more workforce and making storage buildings hubs for materials
